DVD purchases from Big Lots stores

The UPC code is partially obliterated on DVDs sold at Big Lots stores.  I find this practice most peculiar.  Anyone know why this is done?

I bought a good handful of discs from Big Lots... never seen that done in my area.

If there is a hole punched though the UPCs then that in many cases indicates (not all) there were returned to be destroyed or were promo copies.    This is like when they rip the covers off books that were to be destroyed that still wind up in people's hands.  When my roommate at the time was a DJ he would get CDs from distributors all the time with the UPC codes ripped/punched with holes/scratched out all the time.
