In the film's It Came from Beneath the Sea and Earth Vs. The Flying Saucers Ray Harryhausen has the credit "Technical Effects Created by" can this be contributed under visual effects or should it be kept local under other.

As RHo indicates, a strict interpretation of the rules says we can't enter him.  If it were me, because I know what he did on this film, I would enter him as Creature Designer.  He did, afterall, create the giant octopus.

If it's not a role in our chart exactly written, then they must not be important.  Who is this Harryhausen fella, anyway? 

He would be visual effects in my local.  Creature design if I really went all out, but he did more than simply design the stuff, he did all the stop motion photography as well.  If that isn't visual effects, I don't know what is.

As far as I'm concerned, Harryhausen alone is one of the primary reasons for adding this crew type.  I guess that's irony.

The light bulb turns on.  Where I feel that creature designer is something more than visual effects, you seem to feel the opposite.  Now, at least, I know where you are coming from.

I think interpretation of the rules is the Screeners's job, it's not up to us to say if it must be "strict" or not.
Having said that, I am not sure what I would do. Maybe you could explain in your notes and let the Screeners decide?
