IMO, the Media Company produces the DVD that the Distributor gets to the consumer market. Sometimes they can be one and the same.

Was that reason given with the decline?
As I remember you were also changing the region from 1 to 0. While all but Disc 12 are in fact "not region coded", Disc 12 is only region 1. Perhaps this was the reason it was declined. By the way, I voted neutral as my copy had not yet arrived when your contribution was up for voting (unable to verify all of the changes).
