Also, I'd point out this does lead to some absurd or unclear results for some movies. For instance, Batman Beyond: Return of the Joker was originally ruled by Warner brass to be too violent and disturbing for kids, so the ordered it altered. Some dialogue was re-recorded, blood was erased and violence was cut down. This was released direct to video. After fan outcry about censorship, the original version was released, but in order to give parents fair warning, Warner submitted it to the MPAA who rated it PG-13. It was then also released direct-to-video. The proposed rule would lead either to the censored version having a higher rating that the uncensored one or a big argument over what constitutes a theatrical rating.

There was no theatrical rating as it was not released theatrically.  Therefore the unrated version gets an "NR" and the rated version gets a PG-13.

How about...

"Use the Rating shown on the DVD cover.
Exceptions: Use "Unrated" for any release that includes, or is, an unrated/not rated version of a rated film.  Use "NR" for any release without a rating."
No dictator, no invader can hold an imprisoned population by force of arms forever.
There is no greater power in the universe than the need for freedom.
Against this power, governments and tyrants and armies cannot stand.
The Centauri learned this lesson once.
We will teach it to them again.
Though it take a thousand years, we will be free.

How do we know it wasn't released theatrically? It seems this would be complicated to demonstrate.

Also, what if that live action Batman Beyond movie finally gets made and the PG-13 version of Return of the Joker gets a limited theatrical release to promote it?

If we're In to the theoretical what-if scenarios, I think we can safely say the rule covers things decently.

Of course this discussion mostly only involves US locality releases. In Canada even 'unrated' editions get a rating from the Canadian Motion Picture Distributors Association or La Régie du cinéma du Québec.

However, since the Canadian Market sees a fair number of common releases with the US I guess I have a stake in this discussion as well.

Not necessarily. I've seen a lot of releases that say both unrated or not rated and list a Canadian rating.

I suppose that is true, but personally if there is only one North-American release and the only thing that would differentiate a Canadian profile are the rating and SRP, I just leave it as a US locality profile. Less work for me.

What localities should this apply to?  I'm aware that many do not allow 'Unrated' versions.

I can only say that it doesn't apply to the UK.

The UK does have "Exempt from Classification" or E for documentaries, music & suchlike. Does this need to be factored into the mix or is it already well covered?

We already have Exempt in the system & it's placed correctly at the lowest point. In addition, we would never have a release with both E & a normal rating, it would get the rating.

That was my understanding, but I thought I'd check.

Any update on this? Got another contribution to change NR to the rated version... Really need to know if I need to start locking down profiles or what (well, probably should anyway, but thought I'd check the status).

same here, contributions I have to vote on that change Unrated to R-rated, as two versions of the movie are on the disc.
Is this what we are supposed to do now, sorry do not want to read 7 pages
If so, I surely need to lock all those profiles cuz I do not want that change to infiltrate my local database

thx

According to the new rule, yes. But it had been proposed to add an "Unrated" rating that would be distinguished from NR which would be used differently in terms of the parental guide (which was apparently the reason for the rule change). At least that's what I gathered.

Hmm, ok

for me Unrated and Not Rated is the same, seems it is not for the MPAA, anyways, time to lock that feature then

cheers
